I think the idea was that The Great War was over and Rodimus actually thought he wasn't going to have to lead ANYTHING. All he had to do was cut ribbons, give speeches and act important. Yeah, he sucked but there was a reason for him sucking. Unfortunately, that was lost on most of us as children and, only in retrospective, can we appreciate it. Some of us may still think he sucks (personally, I think he was a self-important jerk), but at least we can understand why some people like him now.
